										<content:encoded><![CDATA[<p>The bullets and bombs have finally found their mark. It is no surprise to learn of yet another assasination attempt against Pakistani opposition leader Benazir Bhutto. Details are still sketchy and conflicting but the only thing we really need to know is that this attempt was successful and that Bhutto is dead less than two weeks before Parliamentary elections that might well have brought her into power for the third time.</p>
<p>Pakistan is a country who’s top government scientist exported atomic bomb-making across the world for decades. It still hosts Osama bin Laden. Afghanistan’s Taliban are still more-or-less headquartered in its Western provinces. The standoff with India has spawned war after war over the decade, now nuclear-enabled should either country get so emboldened. Billions of dollars of United States money has left Washington for Islamabad since 9/11 and a popular politician can’t even campaign there without deadly assassination attempts. Pakistan is one of the world’s hot spots, a nexus of terrorism, nuclear proliferation, religious extremism. It is a very sad day today indeed.<br><a href="http://en.wikipedia.org/wiki/Islamabad" title="Islamabad"></a></p>

										<content:encoded><![CDATA[<p>It seems that every day brings new revelations from mainstream media about governmental spying on Americans. </p>
<p>MS-NBC started the ball rolling on the 14th when they informed us that the Pentagon had a database of “protesters including the Raging Grannies and a dozen or so Quakers in Florida”:http://www.msnbc.msn.com/id/10454316. This must have prompted the New York Times to publish a story they had been sitting on for a year: the scoop that Bush had ordered the super-secret “National Security Agency to start evesdropping on Americans”:http://www.nytimes.com/2005/12/15/politics/15cnd-program.html following the 9/11 terror attacks. It’s revelation was an FBI agent’s email complaining about “radical militant librarians [who] kick us around”:http://www.ala.org/al_onlineTemplate.cfm?Section=alonline&amp;template=/ContentManagement/ContentDisplay.cfm&amp;ContentID=111469. Two days later we received the almost-humorous news that the Department of Homeland Security was hard at work monitoring the “Massachusett’s inter-library loan system “:http://www.southcoasttoday.com/daily/12 [UPDATE: this has been “revealed to be a hoax”:http://www.southcoasttoday.com/daily/12–05/12–24-05/a01lo719.htm by the student]. Trying to outdo the DHS in ridiculous, we learned on the 20th that “the FBI has been infiltrating vegan potlucks”:http://www.nytimes.com/2005/12/20/politics/20fbi.html. Today it turns out the “New York City Police Department”:http://www.nytimes.com/2005/12/22/nyregion/22police.html has been doing its own extensive investigations into protesters. They even apparently staged mock arrests in an attempt to incite violence (their contribution to the self-parody has been to send officers undercover on bicycle protests).</p>
<p>Are we surprised by all this? Well, not really. The fears unleashed after 9/11 ignited a firestorm of paranoia in the ranks of spydom. Nonviolence.org got a call from the U.S. Secret Service when Osama bin Laden posted to the board that he wanted to kill President Bush (well, actually we’re pretty certain it was a acne-faced fourteen year old procrastinating on his geometry homework). When I shot “shot photos of a scuffle at a Biodemocracy protest a few months ago”:http://www.nonviolence.org/articles/2005/06/biodemocracy_pr.php a Philadelphia police detective was in my office an hour later wanting to see it (the “melee” was harmless except for a policeman with heart conditions who took that moment to have a heart attack).</p>
<p>While some monitoring and prudence is indeed necessary, what ties together the string of stories this week is the randomness of the targets. It’s as if the agencies had lost all sense of judgement. Anyone critical of the war (or even mainstream culture: witness the vegans) was considered a threat. All leads were investigated, no matter how silly. </p>
<p>While invading American’s privacy is upsetting and unwarranted, the greatest danger is the sheer mass of irrelevant information that’s been collected. What’s an agency to do with reams of data on bicycle riders and Quakers? Who’s watching the flight schools and fertilizer depots while Agent Nincompoop is trading hummus recipes with the cute vegan with the nosering?</p>

										<content:encoded><![CDATA[<p><img decoding="async" src="/graphics/2005-10-25-osama.jpg" align="left"><font size="+1">We now know that while Osama bin Laden and Saddam Hussein didn’t conspire together, they did have one thing in common: their power was funded by our dependence on their oil. But even as Saddam’s show trial begins, televisions are watching America’s new national security enemies: Katrina and Wilma. Al Qaida’s 9/11 attacks and the Saddam Hussein’s dictatorship were “powered by” oil industry fortunes and short-sighted global energy policies, the same policies now bringing us global warming and monster storms.</font><br>
Before making landfall in Mexico’s Yucatan and pounding Florida, Hurricane Wilma was declared the most powerful Atlantic hurricane in history. That we got to a W‑name itself is cause for concern: the first tropical storm of the year gets a name starting with “A” and so forth through the alphabet. This summer has been the “most active hurricane season”:http://en.wikipedia.org/wiki/2005_Atlantic_hurricane_season since record-keeping started 150 years ago. We’ve seen so many storms that weather officials have now run through the alphabet: meteorologists are now having to track Tropical Storm (now Depression) Alpha 350 miles north of the Bahamas. In 2004, “five devastating hurricanes ripped across Florida”:http://en.wikipedia.org/wiki/2004_Atlantic_hurricane_season, each one coming so fast on the heels of the last that few of us could even name them a year later. As I write, Wilma is pounding Western Florida, one of the fast-growing regions in the country. And of course Katrina devasted New Orleans and the Gulf Coast just two  months ago.<br>
Global climate change is here. After decades of political hemming and hawing, only the most slimy of oil industry apologists (and Presidents) could argue that global warming hasn’t arrived. We’ve built a national culture built on inefficient burning of fossil fuels. Developers put more and more people on unprotected sandbars built, maintained and insured by tax dollars. Someday is here and our weather is only going to be getting worse. We could be preparing for the inevitable adjustments. We could be investing in conservation, in renewable energies. We could change our tax codes to encourage sustainable housing: not just getting new development off beaches but also building urban and semi-urban communities that reduce automobile dependence.<br>
Instead we spend billions of dollars on our oil addictions. We’re now waiting for the “announcement of the 2,000th U.S. military casualty in iraq”:http://www.afsc.org/2000/. Administration officials used Katrina to rollback environmental protection regulations in Louisiana. The arctic ice cap is rapidly melting away (the North Pole is now ice-free for part of the year) but oil industry officials point to the good news that we will soon be able to put “year-round oil rigs in the ice-free seas there”:http://www.commondreams.org/headlines05/1010–07.htm.<br>
How many Katrina bin Laden’s and Saddam Wilma’s does it take before we get the news.</p>

										<content:encoded><![CDATA[<p>While the images of U.S. soliders torturing iraqi prisoners at Al Grahib Prison in Badgdad have been broadcast around the world, US officials have frequently reassured us that conditions at the U.S. detention camp in Guantamano Bay, Cuba, were acceptable and in accord with the Geneva Convention’s rules for treatment of prisoners. As proof the Pentagon and Bush Administration have frequently cited the fact that the International Red Cross regularly inspects prison conditions at Guantamano. They forgot to tell us what they’ve seen.<br>
A confidential report prepared by the International Red Cross this summer found that conditions at Guantamano Bay were “tantamount to torture.” Strong words from a cautious international body. Because of the way the IRC works, its reports are not made available to the public but instead presented to the accused government, in the hope that they will correct their practices. In predicable fashion, the Bush Adminstration privately denied any wrongdoing and kept the IRC findings secret. In a display of incredible audacity it then defended itself _from other accusations of torture_ by citing the IRC’s presence at Guantanamo, conveniently omitting the IRC’s strongly-worded criticisms. Amazing really.<br>
The IRC report is still secret. We only know of it second-hand, from a memo obtained by the _Times_ that quotes from some of its findings (“Red Cross Finds Detainee Abuse in Guantanamo“http://www.nytimes.com/2004/11/30/politics/30gitmo.html, Nov 29). What kind of stuff is going on there? The _Times_ recently interviewed British prisoners who had been detained in Afghanistan and iraq and sent to Guantanamo Bay. Here’s one story:<br>
bq. One one regular procedure was making uncooperative prisoners strip to their underwear, having them sit in a chair while shackled hand and foot to a bolt in the floor, and forcing them to endure strobe lights and loud rock and rap music played through two close loudspeakers, while the air-conditioning was turned up to maximum levels.<br>
It’s not needles under fingernails or electrodes to the privates, but it is indeed “tantamount to torture.” While it was hard to believe these prisoners’ stories when they were first published a few months ago, they become much more credible in light of the IRC conclusions.<br>
We still don’t know about what’s happening in the camp. The Bush Administration has the power, not to mention the duty, to immediately release International Red Cross reports. But the United States has chosen to suppress the report. No torturing government has ever admitted to its actions. Saddam Hussein himself denied wrongdoing when _he_ ran the Al Grahib prison and used it for torture. We rely on bodies like the International Red Cross to keep us honest.<br>
There are those who defend torture by appealing to our fears, many of which are indeed grounded in reality. We’re at war, the enemy insurgents are playing dirty, Osama bin Laden broke any sort of international conventions when he sent airliners into the World Trade Center. Very true. But the United States has a mission. I believe in the idealistic notion that we should be a beacon to the world. We should always strive for the moral high ground and invite the world community to join us. We haven’t been doing that lately. Yes it’s easier to follow the lead of someone like Saddam Hussein and just torture anyone we suspect of plotting against us. But do we really want him as our role model?</p>

										<content:encoded><![CDATA[<p>This just isn’t a good time to be George W. Bush. United Nations inspectors combing Iraq for weapons of mass destruction have come up empty handed. Saddam Hussein has allowing them relatively unfettered access but all they’ve uncovered is a few unused shells.</p>
<p>Bush is nothing if not persistent when it comes to perceived world bad guys. Just yesterday he told an audience in St. Louis that Hussein is “a dangerous, dangerous man with dangerous, dangerous weapons.” Despite the repeated use dangerous, the rest of the world is unconvinced. German Chancellor Gerhard Schroder still talks about “peaceful solutions” and Germany and France is putting the brakes on war in the U.N. Security Council, waiting for evidence of Iraqi weapons of mass destruction to turn up.</p>
<p>It must frustrate our president to see that all these years of military sanctions against Iraq have been working. All the evidence uncovered by the U.N. inspectors prove that we can “win without war,” as one current slogan goes, and that we have in fact been winning. We’ve kept Saddam Hussein from rebuilding his military after the Gulf War. U.S. isolation of Iraq has been successful despite its numerous flaws. Saddam is not a threat.</p>
<p>Which brings us to real threats and to North Korea. President Bush and his team of war mongerers have been so busy looking at Iraq that they’ve given North Korea just sporadic attention. Recently-declassified reports show that the U.S. Central Intelligence Agency has known much more about North Korea’s nuclear bomb making over the last dozen years than anyone’s been admitting.</p>
<p>The C.I.A. has known that North Korea and Pakistan have been trading nuclear secrets. Pakistan has been showing its ally of convenience how to build the centrifuges that process weapons-grade uranium. North Korea in return has provided the missile technology that gives Pakistan the nuclear reach to destroy arch-rival India. Now that we know President Bush knew all about this history of what we might call “dangerous, dangerous” technology trade, why did he cozy up to Pakistan following September 11th? He so wanted wars with Afghanistan and Iraq that he normalized relations with a country far more dangerous. If a Pakistani or North Korean nuclear weapon goes off in New York City it will kill a whole lot more people than Osama bin Laden’s four hijacked airplanes. What happened on September 11th was terrible but it’s nothing compared to what a enemy with resources could do.</p>
<p>There are real threats to world peace, far more “dangerous, dangerous” than Iraq. The United States needs to drop its president’s obsessions and look squarely at the world and who we’re allied with. And when we reset our policies we wqcan use Iraq as our model. For as the U.N. inspectors have proven, we can create peace through diplomacy and we can isolate troublemakers through smart sanctions.</p>
<p>What a tough lesson for U.S. leaders bent on war. </p>

										<content:encoded><![CDATA[<p>Being the home to a couple of dozen peace groups, the Nonviolence Web has published a lot of press releases calling for an end to bombing in Kosovo and Yugoslavia. They’re all very fine but also all very predictable.</p>
<p>But as we write, the U.S. government continues pursuing a war that has no clear realistic goals, has led to even more killing in the region, and has seriously disrupted post Cold-War relationships with Russia and China (See George Lakey’s “Cold War Returning? — A Chilling Russian Visit”).</p>
<p>At home, Americans just watch the pictures on TV as they go about living a glorious Spring. We laugh, cry, work and play; we make trips to the shore for Memorial Day weekend; and we obediently flock to a movie called Phantom Menace that tells the story of the start of cinema’s most famous Evil Empire.</p>
<p>A new empire is being shaped here. The United States has been able to claim the title of “empire” for at least a hundred years. But something new is at work here ( see my own War Time Again). We’re witnessing the birth of a new American order which is starting a new wars every three months. New kinds of wars, which barely touch American lives, even those of the bombers waging them from 20,000 feet. The Pentagon and State Department’s planners are building on lessons learned at the start of the decade in the Gulf War. They’re refined their missiles for accuracy but they’ve learned how to spin the media</p>
<p>Now every new villain is presented to the media as the new Hitler. Saddam Hussein. Osama bin Laden. Milosvic. Everyone calling for peace is painted as a neo-isolationist, a contemporary Chamberlain appeasing a tyrant. Afterwards it’s easy to see how overly-dramatic the propaganda was and how ineffectual all the American bombs were. But still, here we are in Kosovo, in another Nineties war and next year we’ll be in yet another. Unless we stop the zest for these Clinton wars now.</p>
<p>What do we have to do to end this war? And what do we need to do to stop the U.S.‘s newfound zest for cruise missiles? How can peace and antiwar activists start acting beyond the press releases and isolated vigils to think creatively about linking folks together to bring new people and ideas into the peace movement?</p>
<p>I don’t pretend to know what exactly we need. All I know is that I’m personally bored of the standard issue peace actions we’ve been engaging in and want to see something new. Some of it might look like clichés from the 60s and some might look like rip-offs of McDonald’s latest ad campaign. But we need to build an antiwar culture that will intrude upon a sunny spring and remind people that a war is on. The real phantom menace this summer is an American Empire that is retooling it’s military and re-conditioning its citizens to think of war as a normal course of affairs.</p>

										<content:encoded><![CDATA[<p>Back in February, I concluded my “<a href="https://www.quakerranter.org/1998/01/stop-the-zipper-war-before-it-starts/">Stop the Zipper War Before it Starts</a>” with the following:</p>
<blockquote><p>Nothing’s really changed now except U.S. political interests. Hussein is still a tyrant. He’s still stockpiling chemical weapons. Why are U.S. political interests different now? Why does Bill Clinton want U.S. media attention focused on Iraq? Look no further than Big Bill’s zipper. Stop the next war before it starts. Abolish everyone’s weapons of mass destruction and let’s get a President who doesn’t need a war to clear his name.</p></blockquote>
<p>I put this at the bottom of the piece because then the idea that Clinton might have done this was still way out there.</p>
<p>Since then most every major turning point in the President’s scandals has been echoed by military maneuverings.</p>
<p>On August 17th Clinton gave a televised address which was widely criticized as being “too little, too late” and non-repentant enough. Public opinion turned sharply against him. Three days later Big Bill sent 100 cruise missiles into Afghanistan and Sudan in order to assassinate Osama bin Laden, the previously unknown archenemy of the United States.</p>
<p>And now, on the afternoon before the House of Representatives was scheduled to begin proceedings on his Impeachment, Clinton has ordered an attack on Iraq. Congress will of course delay the vote. Rumors are that this new bombing campaign might last more than a few days, and come January’s new Congressional term there will be five less Republicans.</p>
<p>Each time these coincidences happen, a few pundits that mutter about “Wag the Dog” scenarios before assuring the audience that Clinton would never do that. Everyone talks about coincidence and then moves on.</p>
<p>But coincidence has been Clinton’s friend throughout his scandals. Remember the long-lost Whitewater documents that mysteriously appeared on Hillary Clinton’s coffee-table when investigators were threatening to issue here a subpoena? Remember the job offers that Clinton cronies arranged for key witnesses just before they either recanted their stories or lied under oath? All of Clinton’s scandals have been of the “who cares” variety-shady land dealings twenty years ago in Arkansas, his having sex with an intern in the Oval Office. They displayed a lack of judgment and character, but were not Impeachable. But his scandals have grown and taken a life of their own as Clinton and his wife have been visited by an ever-growing amount of coincidences.</p>
<p>Enough is enough. How much more are we to believe? As I write this the missiles are screaming over Baghdad and Iraqis are dying horrible deaths. This is real. This is not some political game. It is time for Americans to stop denying that these coincidences are really coincidental.</p>
<p>It is time to demand Clinton’s resignation.</p>
<p>And if he refuses, then it is time to subpoena White House records on the last year of military actions. If they show that Clinton has murdered in his desperate attempt to save his Presidency, then it is time not only to impeach him but to put him into jail.</p>

										<content:encoded><![CDATA[<p>Today’s Times has an article that the Clinton Administration really was trying to kill Osama bin Laden in August’s cruise missile attack against Afghanistan. This flat-out contradicts months of assurances that this was not a U.S. goal.</p>
<p>But even more worrisome is that Presidential lawyers have concluded that this sort of political assassination attempt doesn’t fall under the 1975 Executive Order banning political murder. The same President who says sex isn’t sex is now saying that assassination isn’t assassination. He’s once again splitting legal hairs and lying to the American people when caught.</p>
<p>Who Clinton sleeps with is his business.</p>
<p>But who he tries to assassinate is the business of all of us. And it’s our business when he breaks U.S. law to do so. And our business when his Administration goes on a concerted, coordinated campaign to lie about a military mission’s goals. The bombings ratcheted up the anti‑U.S. anger in the world. It violated the sovereignty of two nations. It cost over a hundred million dollars. The United States is a democracy and the people need to be involved in making such far-reaching decisions. We need to be fully informed.</p>
<p>The President must be held accountable to U.S. law. And he must be told that creative legal definitions aren’t acceptable in a democracy. </p>
